TWO (2) TECHNICAL SPECIALISTS TO REVIEW STATE AND LOCAL INSURANCE POLICIES, WHICH MAY INCLUDE SELF-INSURANCE AND INSURANCE POOL ARRANGEMENTS. THE TECHNICAL SPECIALISTS WILL PROVIDE EXPERTISE TO RECOMMEND ADJUSTMENTS TO ESTIMATED ELIGIBLE COSTS FOR PA PROJECTS PURSUANT TO THE PROVISIONS OF APPLICANTS¿ GENERAL PROPERTY INSURANCE (I.E., ALL PERILS EXCEPT FOR FLOOD), OR THE REQUIREMENTS OF FLOOD INSURANCE, AS DEFINED BY THE NATIONAL FLOOD INSURANCE PROGRAM. ONE (1) TECHNICAL SPECIALIST TO REVIEW THE SCOPES OF WORK DEVELOP COST ESTIMATING FORMAT FOR THE REPAIR AND/OR REPLACEMENT OF DAMAGED FACILITIES DEPICTED IN THE PROJECT WORKSHEETS IN EMMIE (EMERGENCY MANAGEMENT MISSION INTEGRATED ENVIRONMENT). ONE (1) TECHNICAL SPECIALIST TO REVIEW THE SCOPES OF WORK AND COST ESTIMATES FOR THE REPAIR AND/OR REPLACEMENT OF DAMAGED FACILITIES DEPICTED IN THE PROJECT WORKSHEETS IN EMMIE (EMERGENCY MANAGEMENT MISSION INTEGRATED ENVIRONMENT). FORTY (40) PROJECT SPECIALISTS TO ADDRESS A VARIETY OF PROJECTS INCLUDING, BUT NOT LIMITED TO, ACCURATELY ASSESS THE DISASTER DAMAGES, IN PARTICULAR ASSISTING WITH ESTIMATING BUILDING DAMAGES, AND FACILITY SPECIFIC EXPERTS FOR MEDICAL FACILITIES, EDUCATIONAL FACILITIES, WASTE WATER TREATMENT FACILITIES, AND OTHER FACILITIES AS THEY NEED TO BE INSPECTED. SPECIFICALLY, THE PROJECT SPECIALISTS WILL WORK DIRECTLY WITH APPLICANTS ON THE FOLLOWING: EVALUATION OF POTENTIAL PROJECTS, AND DEVELOPMENT OF PROJECT WORKSHEETS (PWS), WHICH INCLUDES PROJECT FORMULATION, DEVELOPMENT OF SCOPES OF WORK AND COST ESTIMATES FOR REPAIR OR REPLACEMENT, AND VALIDATION OF ELIGIBILITY. TEN (10) PUBLIC ASSISTANCE COORDINATION (PAC) CREW LEADERS SHALL WORK WITH THEIR ASSIGNED APPLICANTS TO RESOLVE DISASTER-RELATED NEEDS AND TO ENSURE APPROPRIATE PROCESSING OF APPLICANTS' PROJECTS. THEIR SPECIFIC DUTIES SHALL INCLUDE: MEETING WITH APPLICANTS TO DISCUSS FEMA'S PA PROGRAM AND ITS APPLICATION; WORKING WITH APPLICANTS TO DEVELOP PROJECTS; ENSURING THAT PROJECTS COMPLY WITH APPLICABLE LAWS, REGULATIONS, AND POLICIES; ENSURING THAT SPECIAL CONSIDERATIONS ISSUES ARE IDENTIFIED AND REVIEWED; COORDINATING WITH APPLICANT REPRESENTATIVES TO RESOLVE PROBLEMS; AND MAINTAINING THE CASE MANAGEMENT FILES. THE FLUOR PAC CREW LEADERS SHALL PROVIDE ALL PROJECT RECOMMENDATIONS TO THE FEMA PA GROUP SUPERVISOR AND/OR TASK FORCE LEADER(S). FIVE (5) TECHNICAL EXPERTS TO PROVIDE ALL REPORTING REQUIREMENTS (SKILL WITH ALL OF THE SOFTWARE PACKAGES THAT FEMA PA USES). TWO (2) WASTE WATER SPECIALISTS (NO PRIOR FEMA EXPERIENCE NECESSARY) TWO (2) MECHANICAL ENGINEER (NO PRIOR FEMA EXPERIENCE NECESSARY) TO PROVIDE GUIDANCE AND TECHNICAL KNOWLEDGE TO THE PA STAFF ON THE FUNCTIONALITY OF BUILDINGS, SCHOOLS, HOSPITALS AND OTHER PUBLIC FACILITIES.
